FIFA published the new global regulations to be a soccer representative
FIFA attempts to limit the participation of intermediaries in transfers and contract signings through a regulation that seeks to reorganize all the activity behind each operation between clubs and footballers.
For more than two years, regulations have been developed to regulate the activity of soccer agents, which have already been published and now FIFA legal executives are dedicated to presenting them in talks and webinars. This Wednesday they will do it at the AFA property before leaders and legal specialists of Argentine soccer.
Big Data Sports, a strategic ally of Marca en Zona, made a breakdown of the requirements that those seeking to develop in this activity and the new regulations must meet from now on.
-No agent may participate in the soccer business if he does not have a global license duly approved by FIFA.
- Modernization of the conflict resolution system that usually occurs in football. Search for speed to solve the different problems that may arise around transfers, debts and other conflicting issues. It is intended that any conflict that arises from the activity of the agents does not take more than four months to reach a solution. That period is an estimate.
- Implementation of the Clearing House for the distribution of all payments related to soccer transactions. The speed of payments allows training clubs to collect at the same time as the other parties that receive income from a transfer.
-Limitation in the time of the relationship between the soccer player and his agent.
- Payment of previously stipulated fees to avoid abusive situations for all parties involved in a negotiation process.
- FIFA clearinghouse operation scheme
Agents who want to formalize their situation must complete certain requirements through an exclusive online platform where each natural person intervenes individually until October 1, 2023.
The process consists of an online exam that they must update once a year in which they will show their abilities. To be an agent, you must be a natural person -even if you work for a company that represents several clients- pay an annual sum and be eligible according to the laws. Stated clearly: they cannot have investigations and open cases for money laundering, money laundering, corruption and other kinds of crimes.
Worldwide, more than 7,500 applications to become agents have been submitted, of which approximately 6,500 have already started the exam. The five markets with the most applications: Football Association (UK), Brazil, Spain, US Soccer and Belgium.
"One client, one agent" is the central premise of the new rules. The idea is that there are no more multiple representations of agents in negotiations between footballers and clubs, thus avoiding intermediaries. In each negotiation, there will be an agent from each club and another that represents the player, with percentages of the operation set in advance as a commission for each of them. The only one authorized to intervene in two positions in that circuit is the representative of the buying club, who may also defend the interests of the player. The seller club may not occupy any other role in the negotiation.
Finally, the contracts between the player and will have a maximum duration of two years, with the possibility of renewing as many times as they want but without it being automatic.
